The debris flow rescue operation in Wen County, Gansu Province in 2017

The Blue Sky Rescue Teams from Gansu and Shanxi immediately set off for Wen County, Gansu Province.

At around 10 p.m. on August 6, 2017, heavy precipitation occurred in some areas of Wen County. The intense rainfall triggered local flash floods and debris - flow disasters. As a result, 31 villages in 7 towns and townships, namely Tianchi Town, Liping Town, Sheshu Township, Qiaotou Town, Linjiang Town, Jianshan Township, and Zhongzhai Town, were affected to varying degrees. More than 15,333 people from 3,752 households were impacted. Eight people died, one person was missing, and four people were injured. A total of 3,673 affected people were urgently relocated and resettled. Some civilian houses in the 7 towns and townships collapsed or were damaged. There were numerous landslides and collapses on National Highway 212 and county - township roads, leading to traffic disruption. Infrastructure such as county - township roads, water conservancy, power, and communication facilities, as well as public service facilities like schools and township hospitals, were severely damaged.


 On the morning of the 12th, Yuan Shan, the chief captain of the Blue Sky Rescue, gave the order of "going to Wen County, Gansu Province to carry out debris - flow rescue work" to the Gansu Blue Sky Rescue Team and Shanxi Blue Sky Rescue Team, who were about to conclude the "Jiuzhaigou 7.0 - magnitude Earthquake Rescue". The two teams immediately set off for Wen County, Gansu Province.


The Gansu Blue Sky Rescue Team, consisting of 20 people in 3 vehicles, evacuated from the "General Command of the Jiuzhaigou 7.0 - magnitude Earthquake Rescue Site" (the Third Primary School in Anle Township, Jiuzhaigou County, coordinates: 33.280565°N, 104.222516°E) and headed to the material reserve depot in Wen County to meet up with the originally - left - behind personnel. Forty minutes later, the Shanxi Blue Sky Rescue Team, with 62 people in 14 vehicles, set off from the same place for Wen County, Gansu Province after a brief rest.
At 11:45, 12 people from the Gansu Blue Sky Rescue Team in 2 vehicles carried relief supplies to Jinping Village and Yuping Village in Liping Town, Wen County, and launched preliminary rescue operations. The left - behind personnel received and sorted out the relief supplies at 12:20.  


At 15:14, Lu Zhaoxu, Du Chenchen, Fang Jian, Li Jun, and Zhang Xu from the Gansu Blue Sky Rescue Team completed the construction of the forward command tent in Jinping Village (coordinates: 32.991944N, 104.6075E). The relief supplies arrived at the forward command immediately.
At 16:50, 62 people in 14 vehicles from the Shanxi Blue Sky Rescue Team and 5 people in 1 vehicle including Yu Ruofei, the on - site general commander, successively arrived at the forward command in Jinping Village.
At 17:14, General Commander Yu Ruofei met with the local township and village leaders to consult on the rescue work plan and determine the disinfection plan. Half an hour later, two drones and team members cooperated to conduct a comprehensive disinfection of the disaster - victim resettlement sites and animal carcasses.
 


Meanwhile, the on - site rescue team members formed groups of two to conduct a survey of the disaster - affected situation in Jinping Village and nearby villages, obtaining the following information:
1.There were no casualties in Jinping Village.
2.Two people in Yuping Village had died and been buried. Daily necessities such as cooking utensils, tables, and chairs were urgently needed.
3. Due to the debris - flow, the road in Putaojia Village was blocked and temporarily could not be repaired. There were about 30 - 40 households, among which 3 households suffered from landslides.
