In order to thoroughly implement the important deployment of the 20th National Congress of the Communist Party of China on improving emergency rescue capabilities, further strengthen the professionalization and standardization of socialized rescue teams, promote cross-regional collaboration and exchanges of emergency rescue forces, and strengthen the standardized development of the Blue Sky Rescue Team. Through high-intensity, all-element practical skills competitions, the blue sky rescue team’s rapid response, coordinated operations and multi-scenario rescue capabilities in complex environments will be tested, the technical exchange and experience sharing of the national blue sky rescue team will be promoted, and the standardization of rescue skills will be promoted. On May 10, 2025, a high-profile Blue Sky Rescue·Mission of Light "Hytera Cup" Comprehensive Rescue Skills International Challenge and the launching ceremony of Changde City's "5·12" Disaster Prevention and Reduction Publicity Week were grandly opened at Liuye Lakeside Beach Park in Changde City. 27 rescue teams from across the country and an international team composed of members from Thailand, Laos, Malaysia, and Singapore participated in the competition for the purposes of learning, sharing, communication, and competition. The competition is divided into five projects, covering comprehensive rescue capabilities such as command and management, logistics support, USAR, mountain rescue, water rescue, island survival, emergency communication, and rear platform coordination.
After two days of competition, Anshan Blue Sky Rescue Service Center, Yueyang Blue Sky Rescue Team, and Sichuan Blue Sky Rescue Team finally won the first, second, and third place in the overall competition with at least overtime of 14 hours, 45 minutes and 54 seconds, 14 hours, 50 minutes, 25 seconds, and 15 hours, 0 hours and 24 seconds.
Zhao Baige, deputy chairman of the Foreign Affairs Committee of the 12th National People's Congress and chairman of the Expert Committee of Landi International Think Tank; Tan Xiaodong, deputy chairman of the "People's Emergency Think Tank" of the People's Daily; Zhang Jianhui, executive director of the External Liaison Office of the International Academy of the Red Cross; Xu Yi, director of the Disaster Reduction Division of the Hunan Provincial Department of Emergency Management Xu Xingting, deputy secretary-general of the Changde Municipal People's Government, Peng Zhiming, party secretary and director of the Changde Emergency Management Bureau, Wu Caixia, secretary of the party working committee of Changde Liuye Lake Tourist Resort, Chen Zhi, deputy captain of the Changde Fire Rescue Detachment, and Zhang Yong, founder and commander of Blue Sky Rescue, were invited to attend the event. Peng Xiaolin, a third-level researcher from Changde Emergency Management Bureau, presided over the opening ceremony.
The event adopts the combination of public welfare + cultural tourism, event + market. At the same time as the competition, a disaster prevention and reduction knowledge popularization activity was held at another venue. A large-scale rescue equipment exhibition, a rescue technology equipment exhibition, a disaster prevention and reduction science popularization knowledge exhibition, a search and rescue dog interactive session, a "Blue Friends" market and other on-site activities were opened to the general public to further enrich the form of disaster prevention and reduction publicity. Long Jie (Long Mazi) and Tan Qiao (Police Officer Tan) were kindly present, which increased the popularity of the public welfare activities.
